The new Mobility Ordinance of the Zaragoza City Council, which already has the approval of the Popular Party and Vox , contemplates, among other novelties, that cyclists and scooter drivers must necessarily take out civil liability insurance to circulate in Zaragoza.
The new text qualifies and consolidates many of the proposals that were already reflected in the initial draft. Thus, for example, it will make the use of helmets mandatory for all users of VMP (electric scooters) , limiting the minimum age for driving them to 16 years.
Regarding bicycles, helmets will be mandatory for minors. In all cases, bicycles and scooters, you must have mandatory civil liability insurance.
Regarding the Low Emissions Zone , although the Ordinance mentions it, its regulation will be established through its own specific Ordinance, which it is working on and which is expected to also be presented soon.
These are some of the new regulations contemplated in the draft of the future ordinance, which has been approved by the Government of Zaragoza . This text will now continue its usual administrative process, that is: it will be exposed to Public Information for 30 calendar days to subsequently study the allegations and individual votes of the municipal groups that may be presented. The objective is for the Ordinance to be approved in the Plenary Session in July.
